Preserving Neighborhoods
After a fifteen year long effort, the Massachusetts legislature passed the Community Preservation Act (CPA) in September, 2000. The law allows communities to assess up to a 3% surcharge on property taxes in order to raise money for affordable housing, open space, and historic preservation. 111 communities have already adopted the CPA and many more are considering it. Once adopted, the CPA gives local governments a powerful new tool with which to attack the affordable housing crisis facing Massachusetts. In the first two years, over $23 million, 43% of the total CPA funds available, has been spent on affordable housing. For more information on CPA, check out www.communitypreservation.org.
